为有效解决水利水电工程立体交叉作业引发的安全组织管理问题,必须实现安全管理各类信息顺利沟通,进而提高安全管理绩效。借助应用控制系统原理与方法,结合水电工程施工特点和施工组织结构模式,将安全管理责任系统分成多个控制层次,设置多种功能模块;通过在不同模块中设立反馈环节,进行机制运行的补偿和调节,以实现闭环管理。对三峡升船机工程进行实证研究,提出立体交叉作业协调管理机制。研究结果表明:工作单元分配和信息沟通渠道是立体交叉作业传递机制的关键点,提出一纵一横2大管理层面的安全组织结构新思路,设计立体交叉作业的纵向系统传递机制和横向系统传递机制。
In order to effectively solve the problem of safety organization and management caused by the three-dimensional cross-over operation of water conservancy and hydropower projects, all kinds of information on safety management must be communicated smoothly and the safety management performance should be improved.
