随着我国经济的发展、社会的进步和计划生育政策的成功推行,尤其是九年义务教育的基本普及,基础教育的发展由量的扩张进入了质的提高的时期。但由于历史原因,我国大部分农村地区的师资质量较低。在新时期下,我国义务教育阶段农村教师面临着结构性过剩,必须逐步实施分流的现实。要实现农村富余教师的合理、有序分流,必须根据农村教育发展的特点,建立新型农村教师评价体系,推行与农村教师特性相吻合的聘任制度,保障农村教师的合理权益。
With the development of our economy, the progress of society and the successful implementation of the family planning policy, especially the basic popularization of nine-year compulsory education, the development of basic education has entered a period of qualitative improvement from the expansion of quantity. However, due to historical reasons, the quality of teachers in most rural areas in China is low. In the new period, rural teachers in our compulsory education are facing the structural surplus and must gradually implement the reality of diversion. In order to realize the rational and orderly diversion of rural surplus teachers, we must establish a new rural teacher evaluation system according to the characteristics of rural education, and implement the appointment system that matches the characteristics of rural teachers so as to ensure the reasonable rights and interests of rural teachers.
