珠海作为国家最早设置的经济特区之一,能在新一轮大工业发展浪潮到来之际,终于脱颖而出,走到了前台,这无疑与其超前发展的基础设施建设密不可分。那么,珠海特区建设者是如何取得这种超前发展意识的呢?本刊记者就此采访了珠海市主管工业的周本辉副市长,他介绍的经验将为经济特区在新形势下再造优势、实现更高层次的飞跃提供一条新思路。 记者:周副市长,据了解,自1988年以来,珠海市政府就把重点放在基础设施的建设上,请问在当时情况下,制定并实施这一战略的考虑是什么?
