《新疆通志·人物志》的总体规划工作始于1985年秋。当时主要是查阅资料、走访单位,对人志人物的分布、结构、人数等问题进行模底研究。在此基础上,于1987年3月制定了《<新疆通志·人物志>编纂方案》(试行稿),就指导思想、收录标准、编写要求、组织领导和任务分工等问题,做出了初步规定。1988年4月,根据一些单位在执行《方案》(试行稿)过程中遇到的一些问题和建议,制定了《<新疆通志·人物志>编写细则》(试行稿),就立传人物、列表人物(含英名录)的收录标准和范围,结合新疆历史和现状,分别做出了较为具体的规定。其后,又曾两次召开编写工作座谈会,就《<人
