本文利用2003~2008年中国省区的面板数据,研究了进口贸易、外商直接投资和对外直接投资3条渠道传递的国际R&D对中国的技术溢出效果。研究结果表明,进口贸易和外商直接投资对中国全要素生产率、技术进步和技术效率均无显著的正向促进作用,对外直接投资却显著促进了国内全要素生产率提升和技术进步。分区域的回归结果进一步揭示,对外投资显著促进了东部和中部地区的全要素生产率增长,对西部地区的全要素生产率增长则无显著影响。在上述结论的基础上,论文对中国利用3条渠道的国际R&D溢出促进技术进步和经济发展提出了相应的政策建议。
Based on panel data of China’s provinces and autonomous regions from 2003 to 2008, this paper studies the technology spillover effect of international R & D on China from three channels: import trade, foreign direct investment and foreign direct investment. The results show that import trade and foreign direct investment have no significant positive effect on total factor productivity, technological progress and technical efficiency in China. Outward FDI has significantly promoted domestic TFP growth and technological progress. Regression results of sub-regions further revealed that outward investment significantly promoted the growth of total factor productivity in the eastern and central regions while having no significant impact on the growth of total factor productivity in the western region. Based on the above conclusions, the paper puts forward the corresponding policy recommendations for China to promote the technological progress and economic development by using the three channels of international R & D spillovers.
