Since the end of the last century, the British Labor Department has implemented the policy of strengthening the development of poor communities in order to promote its public health for sustainable development. This article will explore examples of this new community development policy to discuss the relationship between sustainable communities and public health. Through the definition of “community” 'target' 'community empowerment' 'social capital' to achieve the theme of the article. After demonstration, although this policy has some sporadic success stories, it is generally unsuccessful. The bottom line is that it does not solve the problem of inequality of public health as capital in the neoliberal context.
