食品卫生许可证是卫生监督机构赋予和证明管理相对人从事食品生产经营活动的资格凭证,是国家实行食品卫生监督制度的一种表现形式。依照《食品卫生法》授权,福建省卫生厅先后制定的《福建省食品卫生许可证发放管理办法》(以下简称《管理办法》)和《福建省食品卫生许可证发放管理用语规范》对卫生许可证的监督管理起到了规范作用,但在实际操作中还存在许多问题,本文就问题和对策进行初步探讨。
The food hygiene permit is the qualification certificate that the health supervising agency gives and attests to the relative person engaged in the food production and management activities, which is a manifestation of the system of food hygiene supervision in the country. According to the “Food Sanitation Law” authorized by the Fujian Provincial Department of Health has formulated the “Fujian Provincial Food Sanitation Licensing Management Measures” (hereinafter referred to as “Management Measures”) and “Fujian Province, food hygiene license management language specification” on the health permit The supervision and management of the license play a normative role, but there are still many problems in the actual operation, and the problems and countermeasures are discussed in this paper.
