为了改进节能减排的工作任务,在强化节能观念、提高节能管理与技术创新的前提下,需要对机制体制重新定位,用全新的机制促进节能任务的顺利进行。本文主要介绍基于市场的节能减排合同能源管理,并分析了它作为一种投资体制,在实践中出现的状况与问题。对于现阶段我国石油石化行业在节能改造项目中推广合同能源管理体系遇到的棘手难题,本文将提倡主张采取内部合同能源的管理方式,并深入探讨了此模式的优势及其运行原理。
In order to improve the task of energy conservation and emission reduction, under the premise of strengthening the concept of energy conservation and improving energy-saving management and technological innovation, the mechanism needs to be repositioned and a new mechanism should be put in place to promote the smooth progress of energy-saving tasks. This article mainly introduces the market-based energy management of energy-saving and emission reduction contract, and analyzes its status and problems in practice as an investment system. This article will advocate the management mode of adopting internal contract energy and discuss the advantages and operating principle of this model in depth. At present, the difficult problems encountered by China’s petroleum and petrochemical industry in popularizing contract energy management system in energy-saving renovation projects.
