网络世界里普遍缺乏宽容精神。如何提高网络宽容度、建设网上和谐社会是政府和学术界面临的共同问题。在对“网络宽容”的内涵和类型进行初步界定的基础上,运用网络宽容度量表对强国论坛和天涯论坛进行了实证分析。结果表明,官方论坛网络宽容度的现状和发展趋势总体上要好于“草根”论坛,而网民的群体特征、商业利益、舆论氛围和现实社会矛盾则是影响网络宽容度的主要因素。因此,改善网络社会治理可以从四个方面入手:优化网络舆论引导格局,尽快打通“两个舆论场”;强化规制,减低不正当政治经济因素的干扰;区别对待,对不同的网络群体采取不同的引导策略;回归现实,重视解决长期积累的社会问题。 There is a general lack of tolerance in the online world. How to improve network tolerance and build an online harmonious society is a common problem that the government and academia face. Based on the preliminary definition of the connotation and type of “Network Tolerance ”, the author uses the Network Tolerance Scale to make an empirical analysis of the Powerful Forum and the End of World Forum. The results show that the status quo and development trend of the official forum network tolerance are generally better than the “grassroots ” forum, while the characteristics of the netizens, commercial interests, public opinion atmosphere and the reality of social conflicts are the main factors affecting network tolerance. Therefore, to improve the social governance of the Internet, we can start with four aspects: optimizing the guidance pattern of internet public opinion, opening up the “two public opinion fields” as soon as possible; strengthening the regulation and reducing the interference of improper political and economic factors; differentiating and treating different network groups Adopt different guiding strategies; return to the reality and attach importance to solving the social problems accumulated over a long period of time.
