新农保制度的实施,对于进一步统筹城乡发展,逐步缩小城乡差别,确保城乡老年居民的晚年生活,具有重大意义和重要作用。但是在新农保政策实施过程中,也显现出一些问题,反映出新农保制度亟待完善的方面。本文将通过对辽宁省新农保制度实施以来所取得经验的回顾,深入剖析存在的问题,对构建可持续发展的农村养老保险制度提出对策建议。
The implementation of the new rural insurance system is of great significance and important role in further balancing urban and rural development, gradually narrowing the gap between urban and rural areas and ensuring the elderly in urban and rural areas in their later years. However, during the process of implementing the new rural social security policy, some problems have also emerged, which reflect the aspects to be improved urgently. This article will review the experience gained since the implementation of the new system of agricultural insurance in Liaoning Province, thoroughly analyze the existing problems and put forward countermeasures and suggestions on how to build a sustainable rural pension system.
