从美国总统克林顿在竞选时提出“信息高速公路”构想后,一时间,海内外掀起了一股“信息高速公路”热潮.美国、欧共体、法国、日本、新加坡、韩国等世界强国竞相制订发展规划,各地报刊纷纷刊载有关文章.不难看出,“信息高速公路”是发达国家着眼于下世纪国力竞争的一个焦点.面对世界高科技发展的再一次挑战,建设我国的“信息高速公路”,发展我国的信息产业已刻不容缓.为此,本期特别策划——《跨世纪国力竞争焦点“信息高速公路”》一组文章,希望能为我国的“信息高速公路”建设提供有益借鉴.
