通过环境管理中的直接管制手段和经济手段的分析， 提出在我国机场噪声环境管理中采用两者相结合的混合手段。参照国外在机场噪声收费方面的成功经验，结合我国实际情况， 提出并建立了一套机场噪声收费模式。
Through the analysis of direct control and economic means in environmental management, this paper proposes a hybrid approach combining the two in the management of airport noise environment in our country. With reference to the successful foreign experience in airport noise charging, combined with the actual situation in our country, a set of airport noise charging mode was proposed and established.
