江苏省高邮市从1987年起,先后选择不同类型、不同条件的企业,实行一种新的联合形式--托管经营责任制的试验,在实践中取得初步效果。先后受托管的4个市属企业和3个乡镇企业,都是濒临破产的亏损企业。由优势企业实行托管经营责任制以后,3个企业实现扭亏为盈,3个企业明显减亏,1个企业正在好转。何谓托管经营责任制?就是在企业双向选择的前提下,由企业主管部门或乡镇政府“做媒”,把弱势企业委托给实力较强、行业相近
Since 1987, Gaoyou City of Jiangsu Province has successively selected enterprises of different types and conditions, and implemented a new joint form—the trial of the trusteeship responsibility system, and achieved preliminary results in practice.
