程斌,吉林省伊通县人,1912年生,1929年毕业于长春市自强中学.1930年在长春市大恒钟表店学徒.1932年4月,中共磐石中心县委宣传干事江滨来伊通街秘密建立了学生反日救国会.经江滨、万长胜介绍,程斌加入了伊通学生反日救国会,从事抗日救国宣传活动.同年5月,经中共磐石县委刘明山介绍加入共青团.8月参加磐石工农反日义勇军.10月4日,在攻打三道沟何家大院地主武装据点时,左手负伤回家治疗.伤愈后归队,在政治部保安连当队员.同年11月,中共满洲省委代理军委书记杨靖宇整顿磐石工农义勇军,改编为中国工农红军第32军南满游击队,程斌任第二大队第四小队队长,不久加入中国共产党.1933年9月18日成立“东北人民革命军第一军第一师(独立师)”程斌任政治部保安连政治委员.1934年任柳河县游击队政治部主任.1934年11月7日,东北人民革命军第一军正式成立,程斌被任命为第一军第一师政治部主任.1935年8月13日,一师第二任师长韩浩牺牲,9月13日程斌被任命为东北人民革命军第一师师长.程斌之所以被委任一师师长,主要是他有一定工作经验和军事指挥能力,如1935年秋,他曾亲自到本溪县柜子石主持了各路义勇军和山头“绺子”(土匪)的头目会议,促使1000余人接受了抗联领导或与抗联配合行动.1936年夏,一师西征,取得“摩天岭大捷”,
