新中国成立后,中国共产党领导国家,履行执政职能,积累了十分丰富的经验。中共十六届四中全会通过的《中共中央关于加强党的执政能力建设的决定》,从六个方面总结了中国共产党执政的成功经验。经验中的第五点是:必须坚持科学执政、民主执政、依法执政,不断完善党的领导方式和执政方式。在党的文件中明确提出坚持依法执政,并且作为完善党的领导方式和执政方式的内容和要求,这还是第一次。它既是以往经验的总结,又是今后工作的指导方针,意义十分重大。
After the founding of New China, the Chinese Communist Party has led the country and fulfilled its governing functions and accumulated rich experience. The “Decision of the CPC Central Committee on Strengthening the Building of the Party’s Ability to Govern” adopted by the Fourth Plenary Session of the 16th CPC Central Committee sums up the successful experience of the CPC in power from six aspects. The fifth point in experience is: We must uphold scientific governance, democratic governance and governance according to law, and constantly improve the party’s leadership style and governing style. This is the first time that it has been clearly stated for the first time in the party’s documents that we must adhere to the principle of “governing the country according to law” and that it should serve as the content and requirement of improving the party’s leadership style and governing style. It is both a summary of past experience and a guideline for future work. It is of great significance.
