社会的稳定发展对高校志愿服务的需求越来越大。目前,高校志愿服务面临着法律基础薄弱、形式主义突出、缺乏长效运行机制等问题。在新的发展时期,高校开展志愿服务要从法律保障、政策保障、组织保障、社会支持、合作交流等方面优化外部环境,更要从动力机制、能力机制、管理机制、文化创新机制、评估激励机制等方面构建科学系统的内部运行体系。
