With the gradual establishment of the socialist market economy, township enterprises are entering a new stage. Liaoning Province’s “Second Venture” initiative also raised new issues for township and village enterprises. Faced with the new situation, how can we improve the development level of township and village enterprises so that they can continue to maintain a stable and healthy development situation? The author believes that the implementation of the stock cooperative system is a strategic choice for township and village enterprises. I.
