1 事故经过 1999年3月8日上午11时许,江苏省泗阳县来安乡黄咀村220 V低压线路一基转角杆,由于上层横担抱箍松动滑下,使相线和零线短路,导线烧断落到地面。该村电工得知后,立即到配电房将面板闸刀拉下,保护器关掉,便回家吃饭。下午2时许,电工找来一段绝缘铝线准备修复接线。此时在断线附近一6岁小女孩去拾地上的导线,只听“哎呀”一声,小女孩触电倒地。该村电工立即挑开小女孩手中的导线,并采取人工急救法进行抢救,半个多小时后,小女孩起死回生。
