山东省高唐县自2008年建立起“一个工程七条线”的行政运行模式,合理地打破了部门分工,充分发挥了县级人力资源优势,成功构建起扁平化行政运行机制。本文以高唐县“一个工程七条线”行政运作模式为案例,通过个案分析和比较分析揭示其体制特征,进而对当代县级行政运行模式中存在问题及其原因进行了探究并指出了该模式对于提高县级行政执行力的意义。
Gaotang County in Shandong Province established the “one project, seven lines” administrative mode of operation since 2008, reasonably breaking the departmental division of labor, giving full play to the advantage of human resources at the county level, and successfully establishing a flat administrative operation mechanism. This paper takes Gaotang county as an example, and analyzes the institutional characteristics through case analysis and comparative analysis, and then probes into the existing problems and their causes in contemporary county-level administrative operation mode and points out The mode for improving the county administrative executive significance.
