基础教育长期的投入不足导致了印度家庭教育成本分担比例较大、落后地区的教育投入不足、地方教育负担较重、少数几个人口大邦承担了印度基础教育普及的绝大部分重任。针对这些问题,印度近年来通过全国普及基础教育计划来增加中央及地方的教育投入,补贴落后地区,加大教育投资价值的宣传力度,增加中央政府分担比例,把接受基础教育作为公民的一项基本权利加以贯彻执行,在普及中推进基础教育的均衡发展。
The long-term under-investment in basic education has led to a large share of family education cost-sharing in India, inadequate investment in education in backward regions and a heavy local education burden, with most of the important tasks of universal access to basic education in India being shouldered by a handful of big population groups. In response to these problems, in recent years India has increased its investment in education at the central and local levels, subsidized backward areas, increased publicity on the value of investment in education, increased the share of the central government’s share, and accepted basic education as a citizen through the nationwide popularization of basic education programs The basic rights are implemented and the balanced development of basic education is promoted in the process of popularization.
