江泽民同志在中国共产党第十六次代表大会报告中指出,“创新是一个民族的灵魂,是一个国家兴旺发达的不竭动力,也是一个政党永葆生机的源泉。”“实践基础上的理论创新是社会发展和变革的先导。”我们认为,理论创新既是一个地区和城市社会经济发展的灵魂和不竭动力,又是推动制度创新、科技创新、文化创新以及其他各方面创新的基础。一个民族、一个国家、一个地区或一个城市要保持长久发展的活力和动力,理论创新是必然之路。所谓理论创新,就是要使我们的基本理论在继承的基础上不断吸取新的实践经验和新的思想。
