近年来,西安市人力资源和社会保障局始终坚持“民生为本、人才优先”的工作主线,大力实施人才强市战略.形成了包括人才培养、吸引、评价、激励、保障等政策在内的人才政策法规体系,人才工作科学化和法制化进程明显加快,人才资源开发工作取得显著成绩,人才总量稳步增加、素质不断提升、结构不断优化,人才贡献率逐步提升。
