The United Kingdom Ports Ordinance 1964 requires major investment proposals to be approved by the Minister of Transport and the National Parliamentary Commission may make recommendations to the Minister of Transport on investment proposals. May 1964, Bristol Port Authority submitted the “Portbury Project Phase I” case for approval. In order to build nine deep-water berths, an estimated 2.7 billion pounds (1963 price). Two of the nine deep water berths are bulk berths and seven are grocery berths. In May 1965, the National Ports Commission proposed to the Minister of Transport the approval of the plan.
