当代资源和生态环境问题日益突出,向人类提出了严峻的挑战。这些问题既对科技、经济、社会发展提出了更高目标,也使日益受到人们重视的综合国力研究达到前所未有的难度。在目前情况下,任何一个国家要增强本国的综合国力,都无法回避科技、经济、资源、生态环境同社会的协调与整合。因而详细考察这些要素在综合国力系统中的功能行为及相互适应机制,进而为国家制订和实施可持续发展战略决策提供理论支撑,就显得尤为迫切和尤为重要,要实现可持续发展我们必须统筹结合经济与生态。
The problem of contemporary resources and ecological environment has become increasingly prominent, posed a severe challenge to mankind. These problems not only set higher goals for science, technology, economy and social development, but also make the research on comprehensive national strength, which is increasingly valued by people, reaching an unprecedented level of difficulty. Under the current circumstances, any country that wants to enhance its comprehensive national strength can not sidestep the coordination and integration of science and technology, economy, resources and ecological environment with the society. Therefore, it is very urgent and especially important to examine in detail the functional behaviors and mutual adaptation mechanisms of these elements in the system of comprehensive national power so as to provide theoretical support for the state to formulate and implement strategic decisions for sustainable development. To achieve sustainable development, we must integrate Economy and ecology.
