河南省食品工业已经由“量”的积累迈入“质”的提升的发展阶段。河南省提升食品工业发展质量对于防范食品安全风险、促进产业结构优化、应对消费需求变化、实现国家战略目标具有重大意义。目前,河南省食品工业发展的现状是:规模较大但效率不高,集聚初显但结构不优,贡献较大但开放度不够,环境良好但创新不足。因此,要提升河南省食品工业发展质量,必须有针对性地采取大战略、大举措:实施产业链带动战略,提高发展效率;实施品牌带动战略,优化产业结构;实施开放带动战略,提升产业价值;实施创新驱动战略,积蓄发展潜力,提升产业发展质量。
