市委、政府提出建设“生态包头”的总体构想,将治理水土流失与社会主义新农村建设相结合,加强小流域综合治理、发挥生态自我修复能力、加快水土流失防治速度,加强预防监督和监测工作,有效遏制新的水土流失,为减少入黄泥沙,加快山区脱贫致富、促进经济社会可持续发展,走出一条人与自然和谐相处的路子。
