通过建立三权互动的改制模式深化国有企业改革,对促进经济协调发展和维护社会稳定具有十分重要的战略意义。而建立这种模式的关键就是对改制过程中产生的“弱势群体”进行有效的救助。当前以“平均主义”为主要特征的身份置换模式虽然取得了促进产业结构调整等一系列积极效果,但由于缺乏科学和系统的规划,在制度设计和运行中并未遵循“弱者救助”的逻辑,出现了以不科学、不公正和低效率为主要内容的制度缺陷,迫切需要从制度上予以规范和改进。
It is of great strategic importance to deepen the reform of state-owned enterprises by establishing a three-power interaction reform model to promote coordinated economic development and safeguard social stability. The key to the establishment of this model is to provide effective assistance to the “vulnerable groups” that emerged during the reform process. At present, the identity replacement model with “equalism” as the main feature has achieved a series of positive effects such as the promotion of industrial restructuring. However, due to the lack of scientific and systematic planning, the “weak aid” logic has not been followed in the design and operation of the system. There are institutional flaws that are unscientific, inequitable, and inefficient, and there is an urgent need to regulate and improve them from the institutional perspective.
