货车超载已成为道路交通管理工作中非常棘手的问题。公安、交通部门虽然采取了多种措施,但收效甚微.从法规的角度进行了较为具体的剖析。认为是概念的不统一、法规交叉、处罚力度过轻和操作性不强造成的,进而提出建立职能部门联合执法机制;颁布统一的、可操作性的法规:加大反超载的宣传力度,实施源头管理等项措施,以形成齐抓共管,综合治理的局面,彻底根治货车超载行为。
Truck overloading has become a very difficult issue in road traffic management. Although the public security and transportation departments have taken various measures, they have had little success and made a rather specific analysis from the perspective of laws and regulations. It is considered as the unification of concepts, the cross of laws and regulations, the light punishment and the poor operability, and then put forward the establishment of a joint law enforcement mechanism of functional departments. The promulgation of a unified and operational regulation: intensify the propaganda of anti-overload and implement Source management and other measures to form a concerted effort to co-management, comprehensive management of the situation, the radical cure truck overloading behavior.
