公共政策是公共管理的基本手段和方式,而政策执行是实现公共政策目标最直接、最重要的阶段,它从根本上决定着政策问题能否解决、政策方案能否实现以及实现的程度和范围。然而由于多方面的原因,当前政策执行中出现了诸多偏离的行为,严重影响了公共政策目标的实现。本文描述了我国现阶段公共政策执行偏离行为的表现形式,分析产生这些行为的各种因素,并探讨防治这些偏离行为的有效途径。
Public policy is the basic means and method of public management. And the implementation of policy is the most direct and important phase of achieving the goal of public policy. It fundamentally determines whether the policy problem can be solved, whether the policy plan can be realized and the extent and scope of its realization . However, due to many reasons, there have been many deviations in the current policy implementation, seriously affecting the realization of public policy goals. This article describes the manifestations of deviations in public policy implementation at the present stage in our country, analyzes various factors that lead to these behaviors, and explores effective ways to prevent and control these deviations.
