所谓国库横向联网是指运用现代计算机技术,通过网络使财、税、行、库联为一体,实现相关数据资源的共享,它能最大限度地减少重复劳动,改变传统落后的手工操作方式,使国库业务真正实现电子化。南京等地早在1995年就积极开发适合自身业务需求的“财、税、行、库”横向联网,通过近8年来的发展,取得了非常好的社会效果,积累了丰富的经验。实现“财、税、行、库”横向联网的重要意义:一是能使各部门之间数据一次录入,多次使用,把各部门核算人员从繁重的简单劳动中解放出来,避免重复劳动,达到资源共享的目的。做到了国库与征收机关当日收入当日对帐,消除了国库部门的录入性差错等人为的失误,提高了准确性。二是提高了核算质量,加快了国库资金收纳、报解、拨付速度,提高了财政资金的使用效益,满足了地方政府和财政管理体制改革
