江泽民总书记在党的十五大报告中谈到机构改革问题时指出;机构庞大,人员臃肿,政企不分,官僚主义严重,直接阻碍改革的深入和经济的发展,影响党和群众的关系。这个问题亟待解决,必须通盘考虑,组织专门力量,抓紧制定方案,积极推进。江泽民同志报告的这一重要内容,预示着新一轮机构改革将要展开。
General Secretary Jiang Zemin pointed out in the report to the 15th National Congress of the CPC on the issue of institutional reform. He pointed out that with a large organization and bloated personnel, the division between government and enterprises is not serious and the bureaucracy is serious. This directly hinders the deepening of reform and economic development and affects the relationship between the party and the masses . This issue needs to be solved urgently. We must consider it in a holistic manner, organize specialized forces, work hard to formulate plans and actively promote it.
