2016年国务院审议并通过《中长期铁路网规划》,“八纵八横”高速铁路网的建设进入战略实施阶段。实际案例显示,几乎每一条高铁线路的开通,都会导致相应民航市场的萎缩,民航有效应对高铁迅猛发展的策略亟待研究。本文首先介绍了国家高铁发展规划,然后通过民航与高铁运输在距离、票价和服务水平方面的定量和定性分析,得出与高铁运输相比,民航在准点率、短距运输、安检和携带行李等方面几乎没有优势。最后,笔者针对民航相对于高铁存在的劣势,提出在高铁迅猛发展的大背景下民航如何在运输行业提升竞争力的三点建议。
In 2016, the State Council examined and approved the “Medium and Long-Term Railway Network Planning” and the construction of “High Speed Railway Network with Eight Vertical and Eight Horizontal Lines” into the strategic implementation stage. The actual cases show that the opening of almost every high-speed rail line will lead to the corresponding decline of the civil aviation market. The effective solution to the rapid development of high-speed railway by civil aviation urgently needs to be studied. This paper first introduces the national high-speed rail development plan, and then through the quantitative and qualitative analysis of distance, fare and service level between civil aviation and high-speed rail transportation, concludes that compared with the high-speed rail transportation, Luggage, etc. almost no advantage. Finally, in light of the disadvantages of civil aviation with respect to HSR, the author puts forward three suggestions on how civil aviation should enhance its competitiveness in the transportation industry under the background of the rapid development of HSR.
