过度医疗,即超出实际需要的医疗检查和治疗,既造成了巨大的医疗健康资源浪费,又对公众的健康造成了极大的危害,已成为我国医疗健康服务界的恶疾。政府机构、学术团体、公众舆论和公共媒体,都曾对“过度医疗”进行过一波又一波的口诛笔伐、检讨反思。《健康管理》杂志,亦本着维护公众健康权益的宗旨,几乎每期都会以专题或专栏文章的方式,对过度医疗的现象,予以揭露和分析。但与过度医疗相对应的另一种现象,即确切有效的医疗服务的使用不足,却远未得到应有的关注。这种现象,英文通常表述为“underuse”。我搜肠刮肚数载,还没有想出一个与之含义贴切而又顺口的中文词,姑且称之为“过低”医疗。将“过低”打上引号,是期盼
