中国的高新技术园区在过去的16年间发展迅速,对中国的高科技产业的发展起了重要的推进作用.对中国的高新技术园区,尤其是北京和上海的高新技术园区的发展作了系统地分析.比如,北京高新技术园区以中,小型企业为主,而上海的高新技术园区则以大,中型企业为主.在此基础上,进一步对北京中关村科技园区的海淀园和上海的张江高科技园区作了比较分析.海淀园拥有18年的历史,是中国最早也是最大的高新技术园区,有着全国其他地区不可相比的国家科技资源优势.张江高科技园区虽然只在最近6年才有较大的发展,但现在已取得了惊人的业绩.张江高科技园区发展公司在把握园区的工业结构上起了重要的作用,并且集中所有的资源来支持园区的重要产业(集成电路以及生物医药产业).张江高科技园区和海淀园区是截然不同的两种发展路径.它们的经验对地方政府对高科技产业发展的干预有一定的借鉴作用.
