一、成立科技银行的必要性(一) 成立科技银行是我国经济发展的客观要求。1、目前我国科学技术的发展面临着严重的资金投入不足问题。长期以来,制约我国科技发展的除了传统的科技体制因素外,一个十分重要的原因是资金短缺。据统计,目前我国企业技术开发经费大约只占产品销售总额的0.3—0.8%,而美国,日本等发达资本主义国家早在80年代初期就已平均达到3%左右。由于科技发展资金的短缺,大量的技术成果不能转化为直接的生产力,从而出现科研成果被“束之高阁”而生产企业又面临“相对技术短缺”的现象;由于科技发展资金的短缺,我国目前仍有一大批企业还在靠五六十年代的老设备维持运转而
