河北省已进入老龄比社会。老龄化社会必然带来与此相关的一系列问题，而首要的是养老保障问题。要解决养老保障问题．必须确立合理的养老保障模式。由于河北省城乡在经济与社会发展方面存在较大差距，其养老保障模式也须适应这种现实状况分别确立。
