前段时间,北京三环路部分坍塌,北京交管局通过手机短信提醒市民绕行;上海、南京、杭州等城市也有管理部门用短信提供公共信息的事例。这说明手机等新传播手段正发挥着越来越大的作用。2006年3G即将粉墨登场,手机短信、手机电视甚或楼宇电视、网络信息聚合等新传播手段将与更多人“亲密接触”;这些传播载体可否被视为新的公共信息平台、公共宣传平台、公共舆论平台、以及具有媒体特征的平台呢?事实上,它们已经成为具备以上特征的新媒体。“新手段、新传媒”这组文章从分析新传媒的特征入手,充分想象未来新传媒的“变异空间”;探讨政府管理、利用它的原则与手段,传统媒体该如何应对新媒体的成长;新媒体运营商又该担起怎样的社会责任;以及新媒体在国外的境况。
