2006年4月20日至5月2日,以凌秋来副厅长为团长的浙江省公安厅警务考察团一行8人,对巴西、秘鲁两国警务工作进行了考察。通过考察交流,考察团对“拉美现象”有了切身感悟,对做好新时期的公安工作,维护重要战略机遇期的社会稳定有了更清醒的认识。这些感悟和认识主要是:“拉美现象”为维护我国重要战略机遇期的社会稳定提供了极具操作性的样本;维护社会稳定既要采取依法严打严管的强制性措施,又要研究具有宽容性、包容性的社会治理手段;充实基层、屯警街面是实现动态警务方式的核心要素;整合利用全社会资源是实现警务效能最大化的有效途径。
From April 20 to May 2, 2006, a delegation of 8 police officers from Zhejiang Provincial Public Security Bureau led by Vice Director Ling Qiuzhi inspected the police work in Brazil and Peru. Through investigation and exchange, the delegation learned about the “Latin American phenomenon” and gained a clearer understanding of the importance of doing a good job in public security work during the new period and maintaining social stability during important strategic opportunities. These sentiments and understandings are mainly as follows: The “Latin American Phenomenon” has provided a highly operational sample for safeguarding the social stability during the period of China’s important strategic opportunities. To maintain social stability, we must adopt the mandatory measures of strict control and strict administration in accordance with the law, It is an effective way to maximize the efficiency of police affairs by integrating and utilizing the resources of the whole society.
