天津市高校共计31所(包括军队院校、教育学院和广播函授大学)。情报用户教育的主要方式是开设文献课。此项工作在我市开展得较早。从一九六五年起,天津大学图书馆就已设立了这门课程。南开大学有的系也很早就设立了此课。教育部《(84)教高一字004号文件》下达后,对用户进行文献检索与利用的教育,就更为越来越多的院校图书馆所重视,陆续设立了这门课程,并不断改进完善。到目前为止,我市开设文献课的院校已发展到18所,占全市高校的
