乡镇、村级党组织的执政能力,既是党的执政能力的落脚点,也是党的执政体系的支撑点;而其执政环境的优劣,对执政能力的提高或削弱具有极大的作用。因此,优化基层组织的执政环境,进而提高基层组织的执政能力,应该成为党的执政能力建设研究中不容忽视的课题。 The governing ability of the township and village party organizations is not only the foothold of the party’s governing ability but also the supporting point of the party’s governing system. The superiority and inferiority of its governing environment play an important role in raising or weakening the governing capability. Therefore, to optimize the governing environment of the grass-roots organizations and then to improve the governing ability of the grass-roots organizations should become a topic that can not be ignored in the research on the building of the party’s governing ability.
