①质量管理制度不完善或执行不力,注册师制度未能很好实施。有的单位图纸签署不全,审查责任不清,注册建筑师签章流于形式,甚至个别工程项目多个专业由一人设计,校对、审核等也全由一人签字完成。②设计深度不够,图面内容表达不全,专业计算简单粗糙,文件资料不完整、不标准。如设计说明没有或过于简单,节点构造作法不明,工程计算采用估算或根本不计算,一些项目没有地质勘察报告和工程概预算书,甚至水、电等设备专业不做设计。③不能认真执行现行规范、规定,有超高、超层、超长、超规范设计现象,违反防火和抗震规范的问题仍比较严重。④方案缺乏分析比较,设计不够合理,结构方案选择不当,建筑设计注重形式而忽视功能和环境等。⑤图面质量差,制图不标准,错、漏、碰、缺多,计算机出图率不高,“四新”技术在设计中的应用少。⑥工程勘察工作量布置不合理,基础资料不全,原始资料简单潦草,土工试验指标数量偏少或记录不一致。⑦工程勘察学习掌握规范不够,对地层的钻探取样及描述不正确、不规范,图表内容不标准,勘察报告深度不够,结论分析不够深入,缺乏对地基基础方案的论证,甚至结论评价有误。 (华东简讯 1999.4.10)
1 The quality management system is incomplete or ineffective, and the registered teacher system has not been implemented well. Some units’ drawings are incompletely signed, their responsibilities for review are not clear, the registered architects are stamped and signed, and even a few of the individual engineering projects are designed by one person. Proofreading and auditing are all completed by one person. 2 The design depth is not enough, the content of the drawings is incomplete, the professional calculation is simple and rough, and the documents are incomplete and not standard. If the design specification is not or is too simple, the node construction method is unknown, and the engineering calculations use estimates or do not calculate at all. Some projects do not have geological survey reports and engineering budget books. Even water and electricity equipment professionals do not design. 3 The current norms and regulations cannot be implemented conscientiously. There are super-high, super-layered, extra-long, and super-standard design phenomena, and violations of fire prevention and seismic codes are still serious. 4 The lack of analysis and comparison of plans, the design is unreasonable, the improper selection of structural plans, and the architectural design focuses on forms while ignoring functions and the environment. 5 The drawing quality is poor, the drawing is not standard, and the errors, leaks, touches, and lacks are much. The computer drawing rate is not high, and the application of the “four new” technology in the design is less. 6 The layout of engineering survey workload is irrational, the basic data is incomplete, the original data is simple and the number of soil test indicators is small or the records are inconsistent. 7 The engineering survey, study, and master the specifications are not enough, the drilling sampling and description of the formation is not correct, nor standardized, the content of the chart is not standard, the depth of the survey report is not enough, the conclusion analysis is not deep enough, and the lack of demonstration of the foundation program, and even the conclusion of the evaluation is wrong.
