科索沃战争后的困惑 北约在科索沃的军事干涉引人注目地提出了一个更大的问题:美国该如何确定它在当今世界的利益?苏联解体后,美国关注国外事务有多大限度?在信息时代可以用常规的方式来界定利益吗?“国家利益”是一个不确定的概念,既用于描述对外政策,又用来确定对外政策。因此,关于国家利益,争议颇多。一些学者甚至对当今“国家”利益观念本身日渐式微感到遗憾。亨廷顿最近也撰文指出:“美国人对国家特性没有明确的认识,因而无法界定他们的国家利益,结果,次于国家的商业利益、跨国家和非国家的种族利益主导了对外政策。”
Confusion After the Kosovo War NATO’s military intervention in Kosovo has dramatically raised the question of how the United States should determine its interests in today’s world. After the Soviet Union’s dissolution, the United States is concerned about the limits of foreign affairs. In the information age, Are the interests defined in a conventional way? The “national interest” is an indefinite concept that is used both to describe foreign policy and to determine foreign policy. Therefore, there is a lot of controversy over the national interest. Some scholars even regret the diminishing awareness of the “national” interest concept itself. Huntington also recently pointed out: “Americans have no clear understanding of the characteristics of their country and can not define their national interests. As a result, they are inferior to the commercial interests of the country. The ethnic interests of transnational and non-state leaders dominate foreign policies.”
