一、我市建筑安装企业及工会经费代收现状改革开放以来,我国建筑安装业发生了翻天覆地的变化,原国有、集体建筑企业纷纷进行改制,企业普遍变成了股份制或私营企业,职工也纷纷下岗,企业按月发放职工固定工资的形式已不复存在。现建筑安装企业除了部分管理人员、经理人及技术人员相对固定外,绝大多数一线施工人员(含工人和包工头)都是零时招用人员。作为特殊的劳动密集型行业,建筑安装企业人员众多、构成复杂、涉及专业广泛,员工布局分散、流动性强。正因为这些特点使建筑企业员工具有不稳定性和工资的不确定性,导致了建筑安装企业工会经费的计算、代收、划拨困难。如何加强建筑企业工会经费代收,切实维护广大职工群众,特别是农民工
