事业单位编制外用工已经成为一个普遍现象,但在编制外用工管理方面普遍存在着单位不重视、管理不规范、工资待遇偏低等诸多问题。随着新《劳动合同法》的实施,事业单位人事管理工作必须改变传统的管理方式,努力完善编制外用工管理,促进单位事业持续、稳定、和谐的发展。本文从改变传统观念、规范审批程序、建立考核、完善工资制度、依法履行义务、创新管理方式六个方面对事业单位编制外人员的管理提出了建议。
The preparation of external workers by public institutions has become a common phenomenon. However, there are many problems in the preparation of external workers management, such as non-emphasis on units, non-standard management and low wages. With the implementation of the new “Labor Contract Law,” personnel administration in public institutions must change the traditional management methods and strive to improve the management of external employment, so as to promote the sustained, stable and harmonious development of the undertakings. This article puts forward some suggestions on how to manage the external staff from six aspects: changing the traditional concept, standardizing the examination and approval procedure, establishing the examination, improving the wage system, fulfilling the obligations according to the law and innovating the management mode.
