Qingdao Huaxin Mill, the site is located in Licang District Wing Ping Road on the 2nd. In 1913, Zhou Xuexi, a former chief financial officer of Beiyang, purchased Dehua Silk Factory and converted it into a cotton mill at the site. After Japan first occupied Qingdao, Huaxin Mill planned to continue its preparations, but it was hard for Japan to make progress. It was only in 1916 that after the completion and putting into production of the domestic and foreign cotton yarn factories, Huaxin Mill was allowed to set up. At the end of 1919, it started partially and was put into full operation in 1921. It became Qingdao’s only national textile industrial enterprise. Shortly after its opening, Huaxin Mill was torn down and crowded out of six major Japanese-owned mills, adding bureaucratic capital such as weak technology, chaotic management and factional disputes
