由于没有关于水电工程环境保护投资编制的相关规定,各水电设计院及相关单位在编制水电工程环境保护投资时,在项目划分上不规范,费用组成内容不一致,取费标准差异大,导致环境保护工程投资或大或小,项目费用重复计列的现象时有发生,给环境保护专项投资管理及行业主管部门的审批带来了不利的影响。2013年,由水电水利规划设计总院(可再生能源定额站)牵头,中国水电顾问集团北京勘测设计研究院参与,共同组成编制组,开展了《水电工程环境保护专项投资编制细则》的研究和制定工作。就其编制原则主要内容进行简要介绍。
