宪法是法治的基础,依法治国就是依宪治国。完善的宪法要辅之以良好的宪法意识,才能在实际中得到贯彻实施。宪法意识作为社会上层建筑中的一种特殊形式,是实施依法治国的前提和基础。但是,在向法治社会前进的过程中,公民宪法意识的淡薄已成为制约甚至阻碍中国法治化进程的严重问题。 The Constitution is the foundation of the rule of law.
