在快速推进的城市化进程中,公众期望的变化是政府变革和发展的重要外生变量。了解满足民众对基层政府职能的新期望,是基层政府创新与发展的原动力。本文在分析城市化进程中公众期望变化的基础上,对基层政府职能与公众期望契合的路径进行了探讨,提出按照以人为本、物美价廉、民主参与、强化效能、自我优化的原则,进一步强化基层政府的公共服务和社会管理职能,不失时机地深化基层政府管理体制改革,从而提高政府行为与公众期望的契合度。
In the process of rapid urbanization, the change in public expectations is an important exogenous variable in the government’s reform and development. Understanding the new expectations of the general public for grassroots government functions is the driving force behind the innovation and development of grassroots government. Based on the analysis of changes in public expectations in the process of urbanization, this paper explores the path of grassroots government functions in line with public expectations. It proposes that the grassroots should be further strengthened in accordance with the principle of people-oriented, affordable, democratic participation, enhanced efficiency and self-optimization Government’s public service and social management functions, lose no time in deepening the grass-roots government management system reform, thereby enhancing the government’s behavior and public expectations fit.
