中国现已基本具备进行农业保险立法的现实基础。中国农业保险立法的现实基础包括社会心理基础、经济基础和能力基础三方面。人们对农业保险立法的现实需要构成此类立法的社会心理基础。工业反哺农业条件的成熟构成此类立法的经济基础。理论研究的日益繁荣和制度建设的不断推进构成此类立法的能力基础。
China now basically has the realistic basis for implementing agricultural insurance legislation. The realistic basis of agricultural insurance legislation in China includes three aspects: social psychological foundation, economic foundation and ability foundation. The actual needs of legislation on agricultural insurance constitute the social psychological basis of such legislation. The maturity of industrial nurturing agricultural conditions constitutes the economic basis for such legislation. The increasing prosperity of theoretical research and the continuous advancement of institution-building constitute the basis for the capacity of such legislation.
