2008年4月23日中国公证协会第五届常务理事会第五次会议通过了《办理具有强制执行效力债权文书公证及出具执行证书的指导意见》,这个指导意见对于规范公证机构的办证行为,提升公证书的质量,强化公证书的法定效力,实现公证制度疏减诉讼的目的有着重要的作用。
